In the heart of Brussels, 6 hectares of concrete desert, 300 metres of high walls, a tower 140 metres high : this is the Government's administrative city. It took a quarter of a century to build, destroyed a whole section of the city and wiped out a residential area. Totally inadequate, out of date, already, this civil service Utopia is today's major catastrophe. In this respect, it is a classic example. What was the underlying objective ? What lessons are to be learned from the history of Brussels ? What are the values that should give soul back to this soulless place ?
